Deployment Planning
In brief
The documentation now states that Windows elevation settings policy client settings remain device-scoped, even when assigned to groups containing users. Assigning different policies to different user groups does not create separate per-user default elevation responses.
What Intune admins need to know
Administrators should not expect user-based assignments to provide per-user elevation defaults; plan policy assignments with device scope in mind.

Windows elevation settings policy:
The client settings configured by the Windows elevation settings policy are device-scoped, even when the policy is assigned to a group that contains users. Assigning different policies to groups that contain different users doesn't establish separate per-user default elevation responses. For more information, see Policy scope and user assignments.
When a device receives two separate elevation settings policies with conflicting values, the EPM client reverts to the default client behavior until the conflict is resolved.
