Create Elevation Rules
In brief
The documentation now states that the default elevation response is a device-scoped setting configured by the Windows elevation settings policy and applies to all users on the device. Assigning it to a user group does not create a per-user setting.
What Intune admins need to know
Administrators should account for device-wide behavior when assigning this policy.

Default Elevation behavior is used only when no rule match can be found. The default elevation behavior only applies when an elevation is triggered with the Run with elevated access right-click menu.
Unlike elevation rules assigned to groups that contain users, the default elevation response is a device-scoped client setting configured by the Windows elevation settings policy and applies to all users on the device. Assigning this policy to a group that contains users doesn't create a per-user default. To provide different application elevation behavior for particular users, assign elevation rules to groups that contain those users. For more information, see Policy scope and user assignments.
