Ref Vpn Settings Apple
In brief
Intune supports Apple’s Enforce Routes capability for device-wide VPN profiles on iOS/iPadOS and macOS. Administrators configure Include all networks and Exclude local networks; Intune derives the Enforce Routes value automatically.
What Intune admins need to know
This helps reduce unintended traffic bypass while preserving required local-network access. The settings don’t apply to per-app VPN, and split tunneling isn’t recommended with them.

VPN tunnel routing
Microsoft Intune supports Apple’s Enforce Routes capability in iOS/iPadOS and macOS VPN profiles. This enhancement helps administrators mitigate traffic bypass scenarios (such as de-cloaking risks) by ensuring VPN routing behavior aligns with Apple’s platform semantics.
This feature introduces a simplified configuration experience in the Intune admin center, where routing behavior is defined using Include all networks and Exclude local networks settings. Intune automatically derives the appropriate Enforce Routes configuration based on these selections to ensure consistent and predictable device behavior.
With this update:
Intune supports Apple’s
enforceRoutescapability for iOS/iPadOS and macOS VPN configurations.Routing behavior is explicitly modeled using:
- Include all networks
- Exclude local networks
Intune automatically derives the correct
enforceRoutesvalue based on the selected combination—removing the need for manual configuration.
This feature helps ensure that VPN routing behavior:
- Prevents unintended traffic leakage outside the VPN tunnel
- Aligns with Apple’s NetworkExtension routing model
- Provides consistent enforcement of routing policies across devices
In particular, enabling enforcement when required ensures that traffic does not bypass VPN routing due to local route precedence, which can otherwise lead to exposure of sensitive traffic.
How routing behavior works
Apple’s VPN model defines routing behavior using a combination of:
- Full tunnel behavior (Include all networks)
- Local network exceptions (Exclude local networks)
- Route precedence enforcement (Enforce Routes)
Intune simplifies this model by automatically deriving enforceRoutes when needed.
Configuration and behavior
| Include all networks | Exclude local networks | Enforce routes (derived) | Resulting device behavior |
|---|---|---|---|
| Off | Off | Off | Standard VPN routing based on configured routes |
| On | Off | Ignored | Most device traffic is routed through the VPN tunnel |
| On | On | Ignored | Most traffic is routed through the VPN, except local network traffic (for example, AirDrop, printers) |
| Off | On | On (auto-derived) | VPN routing is enforced, and local network traffic is excluded from the tunnel |
Key behavior notes
- When Include all networks is enabled, iOS routes most traffic through the VPN tunnel. In this scenario, Apple ignores the
enforceRoutessetting. - When Exclude local networks is enabled without Include all networks, Intune automatically enables Enforce Routes to ensure local network exclusions take effect.
- Enforce Routes is only applied when required and isn’t exposed as a standalone setting in the admin experience.
- These settings apply only to device-wide VPN (tunnel routing) configurations and aren’t applicable to per-app VPN.
- Using split tunneling together with VPN tunnel routing settings is not recommended. When split tunneling is enabled, it forces all traffic through the VPN at the system level and may override your configured routes.
Security considerations
By enforcing routing precedence when required:
- VPN traffic adheres to the configured routing policy
- Local device routes can’t override VPN-defined routing unexpectedly
- The risk of traffic bypass (including de-cloaking scenarios) is reduced
In practice:
- Use Include all networks to enforce a full-tunnel VPN configuration.
- Use Exclude local networks only when local network access (such as printers or AirPlay) is required.
- Avoid relying on explicit route configurations unless required by your VPN provider.
